Power Pages authenticated users are users who obtain secure access to a website by logging in through an authentication provider on the website. These licenses are offered through capacity packs with 100 users per capacity pack. This is a Tier 2 subscription with minimum 100 units required.

Each pack consists of 100 users. This is the same for all tiers.
Each Power Pages authenticated users per website capacity pack subscription plan will receive 2 GB database capacity and 16 GB file capacity accrued to the tenant.
